Jay Julian

President/CEO and Chief Economic Development Officer, Muncie-Delaware County Chamber of Commerce

Jay is a native Hoosier, born and raised in Marion. He earned his Bachelor of Science at Millikin University in Decatur, Illinois. Jay joined the Muncie Chamber of Commerce in 2009. 

Jay is the former executive director of Development Services with City of Marion. Prior to this, he was the planning director and economic development director for the City of Anderson. He has more than thirty years of experience in community and economic development, planning and development, and membership services.

Jay has received numerous economic and community development awards, including IACT Economic Recovery, Historic Preservation Commission Award, and Indiana Black Expo Chairman’s Award.

Jay has been a speaker at several regional and national events, including the Indiana Synergy Symposium, State of Indiana Brownfield Convention, IDEM conference, National League of Cities’ City Showcase, Texas Municipal League, and the U.S.A. Wind Power Manufacturing and Supply Chain Summit. 

Jay is also active with many local, regional, and national boards and associations, including the American Planning Association and the International Economic Development Council.

Jay and his wife, Leisa, have a daughter, Sarah, and a son, Spencer.
